Background
The South Pacific island of Tanoa has long been a logistical transit point for both legal maritime trade as well as illegal trafficking of drugs, small-arms, slaves and counterfeit goods entering and leaving the Asia-Pacific region. The majority of the illegal arms are old warsaw pact or chinese stock and a significant amount generally end up with the local Syndikat, helping them suppress local government intervention and slowly de-stabilizing the entire province. The newer stock and heavier weaponry or explosives is resold on to South-East Asian narco gangs and islamic terrorist groups in SE asia.

Official premise
The Indonesian government have approached both the Tanoa provincial government and the U.S Ambassador to Indonesia Joseph R. Donovan Jr. with the intention of brokering a beneficial trade agreement with the Province of Tanoa and establishing a joint counter-narcotics program with the Tanoan Gendarmie, U.S Navy and Drug Enforcement Agency, to stem the illegal flow of drugs and arms to narco traffickers in Indonesia.
Unnofficial premise
The Indonesian president has offered the Tanoa provincial government a beneficial trade agreement and the U.S government access to use certain Indonesian airbases for the purposes of refueling JSOC air missions and CIA rendition of Islamic terrorits in the Asia-Pacific, in exchange the Tanoan government will look the other way as the U.S CIA conducts covert operations against Syndikat on Tanoan soil.
Intent
CIA Special Activities(SOG) Ground Division are to insert a small independant task team callsign “Zulu” covertly into Tanoa under the guise of a joint DEA\Gendarmie task force. They are tasked with developing HUMINT on the local Syndikat and their smuggling operations by conducting special surveillance and reconnaissance and then disrupting said operations by eliminating Syndikat leadership and sabotaging their assets. The task team is also supported by a pilot, and two observers (on standby if required) from Air Division and a V44 Blackfish supplied by the US Navy.
Situation report by Paramilitary Operations Commander (Zero)
“We’ve been in-country for three weeks, and have yet to utilize our cover as a “DEA” Task Force to the Gendarmie. Barring our flight team based at US Naval Air Station Tuvanaka, who are officially there to test the new avionics and weapons targeting systems of the Blackfish, we keep our teams rotating between safehouses or out on recce’s. We have no contact with the Gendarmie as their middle and lower tier command structure is rife with corruption and I prefer that our teams remain completely black.”
“Our two NOC’s (Non-Official Cover Agents) callsigns “Buddha” and “Thor” have developed close relationships with several agents inside the Syndikat in Iles De Lijn and with the aid of our two surveillance teams these last few weeks, we now have a general picture of their Syndikat maritime operations in the South-East.”
“The Tanoan territorial waters are full of Syndikat patrols comprised of unarmed and armed RHIB’s. They patrol minor ports, harbors and channels and often have civilian captains acting as undercover observers to alert them to Gendarmie presence in the area. Sometimes the Syndikat and Gendarmie engage each other directly, but this is more of a exception than a rule as many of the Gendarmie are also on the Syndikat payroll and the few raids conducted by the Gendarmie often fail due to tip-offs by their own officers.”
“Like Brazil and Mexico, most of the local civilians are either on the payroll, scared of the Syndikat or both. We’ve heard stories of entire pro-Syndikat villages fighting off coordinated Gendarmie raids with small arms, rpg’s and hmg’s.

2. Mission
1. Track suspected Syndikat shipments to their end destination transit points without being detected. Identify local Syndikat transit point commanders and terminate. Collect relevant Intel from scene. Destroy shipments.
2. Act on further Intel available within ROE.
3. Execution
1.1 Maintain surveillance of target packages docked for refueling at Lijnhaven civilian harbor.
1.2 Conduct close-target recce of harbor and mark Syndikat shipments codename Hook and Line with IR strobes without exposing teams.
1.3 Continue aerial and maritime surveillance of marked shipments to their end destinations. Avoid Syndikat patrols.
1.4 Identify and terminate local Syndikat representative and his bodyguards if necessary, investigate representatives house for intel and destroy shipment in harbor.

Ground Team
Teams are not to engage civilians unless armed and a direct threat to the team. Teams should wear civilian attire without any visible weaponry or equipment, with their sidearms holstered. Rifles, binoculars and NOD’s should be stowed out of sight whenever possible to maintain cover. Should a operator’s cover be compromised they are to change civilian uniform while hidden once visual contact has been broken to regain cover.
Air Team
Air team is to maintain high altitude overwatch and act as surveillance and c&c platform only. Aircraft is not authorized to land unless a emergency landing is required due to avionics failure or damage. Air team may slingload boats should there be a operational requirement.
