Executive Summary
In the eight years since the end of the war in Bosnia-Herzegovina (henceforth Bosnia), the country has made substantial advances toward overcoming its wartime legacy. Most of the material damage has been repaired, and nearly a million refugees and internally displaced persons have returned to their homes. A resumption of the conflict is today unlikely. Bosnia remains, however, a fragile state and democracy, relying strongly on continued international intervention. Most key reforms in recent years have been initiated and enforced by the Office of the High Representative (OHR), which oversees the civilian implementation of the peace process. The reliance on external intervention puts the sustainability of democratization and economic reform in doubt. This dependency is reflected in the evaluation of the country’s progress toward consolidating democratization and reforms. The continued quasi-protectorate status of Bosnia is not solely the result of a lack of progress in domestic reforms but is also linked to the nature of international intervention.
1. Situation
Following the full scale war conducted by the Larger Implementation force (IFOR) in the previous years, NATO was responsible to the United Nations (UN) for carrying out the Dayton Peace Accords. This led to multinational peace enforcement force in Bosnia and Herzegovina under a one-year mandate under the code name Operation Joint Endeavour.
The eventuality of transferring power over the EUFOR under the close eye (OHR) has created a dislike due to the conspiracy of corruption within in the newly formed government. The democracy under an EUFOR rule has sparked a recourse of military activities within certain ethnic groups, these forces are irregular of nature, backed by Russian pro-military groups with early 21st century equipment.
SFOR operated under peace enforcement, not peacekeeping, rules of engagement. For example, it was cleared, in 1997, to neutralize Serb radio-television facilities.[2] During its mandate, SFOR arrested 29 individuals who were charged with war crimes. Those arrested were transferred to the International Criminal Tribunal for the former Yugoslavia in the Netherlands.
This led to the Establishment of Stabilisation Force in Bosnia and Herzegovina (SFOR) was divided into three divisions zones.
- Mostar MND(S) – Italian, Franco-German, Spanish
- Banja Luka MND(W) – American, British, Canadian, Czech, Dutch. The British code name for their activities in IFOR was Operation Resolute and SFOR was Operation Lodestar.
- Tuzla MND(N) – Turkish, Polish, Russian, Norwegian, Swedish, Danish.
